Just a suggestion......Use Squid transparent proxy, and force NCSA
authentication. If you redirect internal net port 80 traffic to
whatever port you have squid running on (probably 3128), this enforces
transparent proxy. You might need to tweak squid, though.

I'm
afraid that at present Konqueror can't do the kind of restriction you are
talking about, although on the kde development lists there is an
ongoing discussion about possibly including this feature in KDE 3. I
believe that some people are against it as being a restriction on
personal freedom.
