That thought had occured to me, however i don't want to break rpm worse
by upgrading to 4.x, and ending up with an unusable rpm database.

Have you actually performed this upgrade?  I don't really want to be a
guinea pig on this.  rpm is broken badly enough right now, making it
worse won't help me any.
