This must be the dumbest idea in a long time. This is like holding a builder liable because someone broke into his building by digging under the foundation or smashing a window. DUMB. You would think they would be thinking of making hacking a more serious crime than it currently is. But, there are those who blame guns for crime, too. The shooters are seen as victims.
