Here goes again:

opens in my ubuntu machine is a browser like program which Help|About
tells me is "Help 2.30.0"

"A documentation browser and viewer for the Gnome Desktop."

ps tells me that "gnome-help ghelp:openshot" is running.

so: do you have gnome-help installed?
