Hi Julian... You're missing the important details..
cloud/colo/public/private natted network etc... There are 100's of things that stop FTP working but you're asking very broad questions. So we can help: What FTP server? What FTP client? If it's a cloud box, what provider? (Makes a huge difference, particularly if it's AWS) If it's a private box is it natted? (nating pasv FTP has some gotchas) Is this now std ftp, not sftp?
