This message I believe comes when you try to run fsck on a mounted
filesystem.  Boot into single user mode, unmount all file systems
(except /) and run fsck on them.

fsck on / is not so easy - you are better off by booting from the
boot/rescue floppy sets of RHL and running fsck on your / partition.
