The person has to know his distance and bearing relative to the radio 
beacons. This information has to be computed by the reciever and 
requires expensive electronics - gps without weak signal rf frontend 
- the transmitter cannot provide this info. since the beacons will 
have to be omnidirectional he is going to pick up reflected signals 
killing any chance of getting useful postioning info. But it can 
definetly provide useful info about the locality and should be useful 
for just that. For a visually handicapped person even a gps wont work 
- error of 15 mtrs is common - he will be in extreme danger trying to 
use these as guidance system or even as a navigational aid.
Regarding shops using it as a medium radio clutter will kill any 
cahnce of finding use ful info.
