no - attempt is also punishable under indian law. The constitution 
does not allow unhindered free speech. There are restrictions. One 
of them is speech in the process of soliciting commission of a 
crime. And if a list admin allowed it, he could wind up behing bars 
- remember what happened to bazee. Rape a day in delhi is a 
reality. You want us to learn to live with it? Any responsible foss 
group will certainly take a principled stand against any and all 
criminal activity on its lists/websites
