-O is in whole seconds, my issue is 100s of mSec.

Chrony refuses to sync to my timestamp hardware port, so it just 
freesuns.  Short term, very little jitter, long term wander of just under
one Second.  I have seen from about +800 mSec to about -400 mSec.

And I know my source is good, other timestamp software clients getting
6 uSec jitter and sub mSec offset.
