I doubt you really need a VPS, just get a shared account with Dreamhost. You will save money, and be able to focus on one thing at a time instead of locking it down and maintaining along with trying to learn PHP/DB. I've even considered moving all of my stuff to shared hosting simply because I no longer have time to try to maintain anything I am running on my VPS.
Yes, Jeff is right, when you use Dreamhost shared accounts you get access to only the directories under your account, the actual directory is not always going to be /home/$USER, but its always a chrooted(or similar) directory of some kind.
