You need to install Windows first because it will overwrite the MBR with its own bootloader which does not recognise any other operating systems. The Linux bootloader, grub, will also be written to the MBR, but it will recognise Windows and any other OS and provide a way to load it. By writing grub second you can access both OSes.

BTW 9.10 support ends in April and you should consider upgrading to least 10.04 which is long term support release and does not run out till April 2013.
