My idea though, is a simple application that a host could use to scan
their own networks for objectionable material. Then hosts like The
Planet couldn't say it's too difficult or too expensive to police the
content on all of our customers' sites...

Freg,

With regards to developing an software program,
that scans sites on their network for objectable
materials content, that kind of software progams
already exsists and is in real time usage for the last
3 to 4 years, at goverment security and intelligent
listering post across an world wide scanning net.
Their was even an hardback book published about 4
years ago, covering this issues.
The software program is called conavaour, its
designed to scan voice and text messages using
inputted specific key work phrases acorss the world
communication channel infrstructor in real time, and
the 60 minutes segment shows about 2 years ago, really
was an behind the screens into the us listering post
opeations.

PS; The general public doesn't know that encry.
software that is designed,producted,distributed,
import & exported within the US is listed an
classified as WMD (weapons of massive destruction)
across all fields within the US. That is one of the
main reason why out goverment want to keep the encty
bit # low so that they can unencry messages in real
time for leads, etc.

Also, if you start scanning content providors, and
hosting services, then this would also include TV,
Radio, Computers, Films outlets as well.
