Well, IMCom is a command-line IM tool. I bet you could execute it with the proper switches to get it done. I know you can use it to send IM's to AIM, MSN, ICQ and Yahoo! users.
http://imcom.floobin.com It's a Python app and you should be able to run it on a win server if you install ActiveState's ActivePython.
