I'm running http://localhost/ without the port number. I assume it's a port issue.

Have you tried using an IP as opposed to the domain name? Also, have you checked out what's going on in IIS (again, I'm assuming you're using Windows/IIS) and JRun's web server configuration tool? Any clues there? Sorry, I know I'm asking more questions than I'm answering at this point ... just trying to determine if CF is running fine but not communicating with the web server properly, or if it's actually a CF-related problem.
