Saji did pass them, but evidentally at some point either Saji and Louise, or the Chinese pair, moved into a different part of the station (or possibly both pairs did).  Based both on the images of the mobile suits next to the blocks, as well as how quickly everyone was able to evacuate into the central block, it's probably pretty quick and easy to travel from one block to another (barring things such as restricted blocks).  I'm guessing that the Chinese pair were supposed to meet up with Allelujah and give him his detailed mission orders, and since we know he was in a different block then that would mean that the Chinese pair were moving away from where they walked past Saji and Louise.

I thought the Chinese pair were in the same block as Saji and Louise? The two pairs walked past each other shortly before Soma went nuts, IIRC...
