is there not?  If so, than MOST would likely live under the,
"tyranny of the majority" and the least of all would be effected
in a perceivable manner.....

  Minority views and protections/needs must be protected.  But they
should be done so at the behest of the majority.  As our own
Constitution says, "All men are created Equal".  So it should be,
and can be with all STAKEHOLDERS.  This is the true mantra
of the White Paper, and without it, there can be no equity....
