REDI is at http://derecho.org/redi/.  COMTELCA is at
http://www.comtelca.hn/.  Both sites are in Spanish.  Neither organization
would qualify for the NCDNHC under Sondow's pre-Berlin proposal - REDI
because it doesn't have its own domain, COMTELCA because its membership (and
consequently its funding) is limited to Central American telecommunications
companies and telecom regulators.
