By internal I don't mean "closed" or secret!  I mean just the 
opposite--ICANN needs to have within it, i.e. based in its bylaws, 
structures that help openly entertain and resolve conflicts, including 
political ones over the functions that ICANN is charged with exercising--so 
that governments don't have to step in with a hatchet.  Gov'ts expressing a 
view through something like the "gov't advisory committee is much different 
from gov'ts expressing a view by, say, suing ICANN or terminating an 
MoU.  ...JZ
