Excellent question. Allowing SOs to appoint (presumably) clueful Board members
is the solution ICANN chose.

Under the present ICANN structure, the membership doesn't get to vote for or
against a $1/domain fee.  They only get to elect 9 Board members who may or
may not support such a position, but then the other 9 Board members may vote
against it and therefore block it.

Further, ICANN isn't a government with guns to enforce such a policy.  If such
a decision was intolerable to the greater number of the constituents having to
pay it, would it really fly at all?
