Come on now Patrick, you know that they mean consensus from the CORE,
ISOC, and Trademark interests.

The "registrars" group they quote in their response to the NTIA is
nothing but CORE members using a different name to get around being
labeled as CORE, and they have a vested interest in supporting ICANN.
