  For you William and DSO.NET it likely means that you may need to
change your business plans slightly, like establishing a corp. credit
rating and corp. credit account.  This will also be true of any other
small business owners such as regional ISP's.

  So william, get that credit rating cleaned up!  >;)

  The more disturbing part is the unclear area regarding registrations
of Domain Names by individuals directly with NSI regarding prepayment.
