  But I think you miss the larger point here, Jean-Michel.  That being that
the Stakeholder, of which I am one, are not getting the proper opportunity
to participate adequately in accordance with the White Paper and the
MoU with the NTIA, as required.  Hence, such a resolution is in abeyance
of those principals of the White Paper and the MoU....
