Thanks for recommending Peter Nederlof's csshover.htc - my new year's resolution was to write a site without crediting him, and while I still have time, it won't happen this month! I'm going with this over javascript because as it's MS proprietary code, it's almost certain to be enabled for most users.

@Kay:
Some of my inputs were indeed submits, but type="button" doesn't help for this particular problem.

@David:
IE7 does indeed support :hover on all sorts of elements. I have a vague paranoid memory of certain circumstances breaking it, but that was back in beta era.

The cursor:pointer is misleading in name - it generates a hand, not the standard cursor - and in IE6 buttons give the standard cursor on hover.
