Not always true, my Compaq came with a full set of disks, but when the PC
died I couldn't use those disks to install XP on a new computer, it just 
told
me "this is not a Compaq computer, so you can't install from this disk".
Also a question of wether it's an OEM or retail version.
I hate propietary computers....

 didn't argue, asked a question. If you got a disk then it is not tied to 
the old computer. 'nuff said. Their license allows you to move it if you 
delete it from the older one.

I bought the computer with WinXP installed for which I paid an extra $150.
The computer store gave me a CD and the box had a holographic Microsoft
label. How am I supposed to know the business arrangement of individual
computer stores?
You don't need to be an electrician to use an electric stove and you do
not need to be a mechanic to drive a car. So why should the average
consumer have to be a computer expert just so they can get email etc.
These days non computer users are marginalized. I have seen billboard
advertising literacy classes for non computer users but the only contact
information is a URL. DUH!!
Around here you cannot even contact government services except by
computer. No phones no postal address. Just a URL. And this in an area
where there is often no high speed access and someplaces still do not have
grid utility power. People must use generators if they want electricity.
