Not surprising the local yokels in Clear Lake are of no help. I'd try someone
w/Galveston county or the state. Perhaps the utilities commission, AG office
(as suggested before) or whoever has authority over condo associations.

Because of the way the marina is wired I pay the association who reads
the meters and bills the slip owners accordingly. They claim there is no
markup, but the only way t0o be certain would be to check the bills they get
from the power company. It's a paperwork maze.
My wife and I went to the police this morning to file a complaint, but
there was nothing they could do. It's a civil matter, they said. The problem
with the civil courts is their backlog, but if that's what I have to do then
that's what I'll do. I just wish there was another way.
