My only reason for mentioning  ham radio is  because HAM radio operators 
have beene using this technology  for decades. In the early years they 
built their own without much difficulty or expense. The technique is 
available to anyone on any frequency anywhere. No special transmiter is 
required. Your ordinary marine VHF radio is just fine.
The squelch break circuit goes on the receiving end and thus not sbject to 
any licence requirement; and is reliant on the multiple repeated  pushing of 
the PTT button.  The only requirement is that  the button is keyed  so many 
times within  a short period typically  2 - 3 seconds.  Ordinary use of the 
radio  will rarely if ever see this happen. It requires a deliberate effort.
As far as I know this squelch break detection  circuit  can even be 
connected across the receiver speaker circuit.  In other words  ther are no 
legal or technical  complications  to using this on your existing  marine 
radio.  Since you are not even transmiting any voice signal,  no one is 
going to be bothereed, let alone hear  it. All you have to do is make 
certain both your receiver and transmitting portable radio is set to the 
same channel.  (pick one).
I realize some people are NOT  technically inclined. Which is why I 
mentioned HAM radio operators. A lot of cruising sailors are ham radio 
perators. They are more likely to have a nodding acquaintance with such 
technology and those that "roll their own"  may even  be familiar with  how 
to connect and use it from their own ham activity..
Its about as complicated to use as a garage door opener but has greater 
range. Something Norm asked about.  The effective range is the same as your 
marine radio.
