Jim,  I did not say I was operating in the 144- 148mHz. band.
The air craft landing field system use their regular frequencies and the 
marine fog horns use the allowed marine frequencies.  Ham operators who run 
two meter repeaters also use the technique and in that case it would be 14- 
148 Mhz..

Our traffic light controllers was allocated one single frequency for use 
anywhere  right acros the country. The radios were supplied with the correct 
crystal  installed at the factory.  We used conventional  tone controls for 
multi channel separation and multi-plexing.  The system is adaptible to any 
frequency. For that matter a civilian could use a R/C  frequency.  What you 
do beyond the detector stage is not regulated  by the government unless your 
local oscillator creates RF interference. QRM.
