Kris,  Lake Erie with winds blowing particularly strong or for a long  time 
from the south west will push the water up to the Buffalo end.   Eventually 
it comes back even if the winds stay fairly strong.  The word is  "Seiche" 
you can google it.
This is particularly true in the fall when the water levels are normally  
lower in any case.  We had two this year that I can send photos of.   Sept 28 
and Oct 5  & 6.  As far as lake Ontario with the storm  front we have had 
its probable, but you have greater depths.  On the Sept  28 one the 7 ft 
depth at our dock went down to 2 which put my keel in the  mud.
