Yep. Mere aggregation, like Linux distros.

(Note that copyright is complicated as is, and the GPL is a sort of
judo trick on copyright as it stands. It's a very robust one, but it
takes a complicated thing and inverts it. So ask your local FSF or
Wikipedia copyright obsessive for clarification!)
