Fancy dress stores believe it or not are definitely worth a
look. You can usually pick up a decent complete set (e.g. grim
reaper coat, hood and slacks) which you can throw a few more
quid at and pick up the regulation three pronged plastic staff.

We did a 'white protest' in the desert at Burning Man which
involved silently wandering around with blank billboards dressed
entirely in white for which we used lightweight spray-painting
overalls and a painting balaclava. Total cost = $8.50 inc tax
per person. It was surprisingly effective and totally cheap.

on Sunday I wore some red pants, a blue furry coast, desert
goggles and sprayed & glittered whatever was exposed in
silver temporary hair paint. Just do the first thing that
pops into your head with whatever's around... Friends with
well stocked make-up cabinets should be pressed into duty too.
