A vi emulator called vile is available on Decus - Emacs has also been ported to VMS.
In terms of DCL - I have abandoned this in favour of Perl ;-) The VMS port works quite well, once you have got to know the few gotchas: long lines, binmode, flock, no symlinks, %ENV, etc.
