Can you get your hands on a transaction database from a large, international online retailer ? They may have a customer list with the accurate location data entered by the customer, as well as IP addresses used to access that account. Either that, or start up a new surveying project, and get it mentioned on slashdot, though the results might be that bit less reliable. tht hatter
