No.  I was assuming the new machines would be nigh-on identical.

Yep.  dd would just make an image of the disk, including all of debian's
control files that are on there.  A tarball of the entire disk would do
the trick too, and would, of course, cope with different disk layouts
provided that you mount all your filesystems before untarring.
