Ok, I have fixed this problem. It looks to me like a bug in
pam_limits.  I have set the hard limit for number of processes to be
50 for everyone in the "users" group. When I login as someone in the
users group and who is not running any processes on the server except
for the shell, then su to root and try to start lpd, it refuses to
start. If I login as root directly, it works fine.  Sound like a RHEL
bug to me.
