I doubt there is any OSPF implementation of draft-ietf-lsr-dynamic-flooding, so 
it may be safer to use the
0x00000010 for draft-ietf-lsr-ospf-bfd-strict-mode and 0x00000020 for 
draft-ietf-lsr-dynamic-flooding.
