I thought that there was an agreement to assign bit 0x00000010 for 
draft-ietf-lsr-ospf-bfd-strict-mode and 0x00000020 for 
draft-ietf-lsr-dynamic-flooding?

The "TEMPORARY" designation has been removed from the 
draft-ietf-lsr-dynamic-flooding registration in LLS Type 1 Extended Options and 
Flags, currently still assigned 0x00000010:
