Nial,

It depends on your distribution.  I thought that all distros started 
the display manager out of /etc/inittab until I used SuSE (7.2).  
This distro starts it as a service in /etc/init.d/.  So, one of 
these places should be the right place to start xdm, but it depends 
on your distribution.
