Its either kernel is not present in the /tftpboot/lts directory or you have the '-s' present in the server_args section of your /etc/xinetd.d/tftp file.
Once you declare "filename /tftpboot/lts/<kernel-name>" in your dhcpd.conf file, then you need to remove the '-s' option in the server_args.
