That does not sound very encouraging.  I'd be interested to see if Victorian
schools have a simiar agreement, if not.........  One thing I cant
understand is how the agreement can force people to use Windows?  Its very
disturbing to find that the Education department would sign such an
agreement.  I find it difficult to believe that they cannot use other
operating systems, or even just dual boot.
