I think this a variation on the RH/gdm FAQ: "How do I have my server in
'dumb terminal' mode but my LTSP terminals in full GUI mode"?

The solution is to set the runlevel to 5, but use gdmconfig to stop X
running locally. Choose the 'Expert' options tab, then select 'X-server
setup', select the  '0 /usr/sbin/X11/X' entry, and press 'Delete
Server'. 'Apply', and 'Close'. Ignore the warning messages.

Your LTSP server should now boot up in 'dumb terminal' mode, and your
LTSP clients will still have a graphical gdm login.
