Well without the modification I get another error here, telling me that
subnet declarations are not allowed where you had them.
Since the modified dhcpd.conf is working here, I guess you simple have not
yet set the interface dhcp has to listen on (like someone else already
noted).
Under SuSE you can set it in /etc/sysconfig/dhcpd.
