No, with LTSP-5, the lts.conf file is not required, unless you want to 
override the defaults.

Have you run ltsp-update-sshkeys ?

Do you have a desktop environment installed on the server, like Gnome or 
KDE?  This problem came up twice today in the IRC channel.
