Kent,

If you specify multiple modes, the virtual screen size will be the 
largest mode you set.  whatever you set for X_MODE_0 will be the size 
that the viewport will be.  If your viewport is smaller than your 
virtual screen, you'll get the panning.

if you want to specify different sizes for different terminals, then 
just create individual sections in the lts.conf file.  Take a look at

   http://wiki.ltsp.org/twiki/bin/view/Ltsp/LtsConf

for more information on lts.conf.
