Instead of left clicking on your menu icon to drop the menu down, right click on it. Select "Edit Menus". A form should appear, in which you can add, edit or delete menu items there. Sure, if your users know the command to launch a program that isn't in the menu, it won't stop them from doing that - but most users aren't smart enough to do that.

I have gone through all the configs i can find and modified everything i could think of and it still shows up, even after rm -rfing the home directories of my test accounts. Any advice???
