You are absolutely right. But what kind of textbooks? Most of the Persian
users use TeX to write texts which involve lots of maths and English
footnotes can be seen heaps and even much more than persian footnotes. The
approach to have all the footnotes in the right is simple and it is good
when you only have Persian footnotes. But when you have mixed footnotes you
will need to imlement a much more sophisticated design.

I think we could do something about all of these but please look at my
response to Khaled.
