Hi Ali,

there is already a planning / dev team [1]. On that area Julien provides
the blue print for each release. Once 13.04 is released, the blue print
will then re-opened for people to suggest things for the next release. This
period is short (usually closes just before Ubuntu Developers Summit), but
does give people a chance to suggest things for the next release. The
mailing list will, from past experience, be quite busy while people discuss
various things. Those things marked as TO DO for 13.04 that are not
completed are usually carried over for the next release.
