I think for a more sober analysis, it helps if only we could get info!
from UCC detailing how that money is to be spent and on what otherwise we
r going to continue breeding speculation upon speculation.

As for the cars, true Uganda Govt as policy does not purchase second hand
cars. So whether it is for data colection in an unknown village, a brand
new Land Cruiser VX will be availed to the data collector :)
