While i was working in rwanda ,  i watched terracom come in and dig fibre
all over the ministries ( btw -they all on one street) in record time and
then had them switch off there 3.5Ghz broadband links , one by one .

This i found so interesting because i had never seen service provision
that fast and even then it  was stable.  Terracom then targetted RwandaTel
which had a Russian Head Techie who never actually sat at the main office
, worked out of the office..UNDP to be precise , to get access to the
server room one would have to send email and then the dude would come
over, found that abit silly but hey thats how they operated.

RwandaTel never really utilized its resources, they just had a bunch of
rwandese who just enjoyed eating goverment money.  Greg's strategy was
just perfect and not expected by some of the providers in rwanda mainly , 
MediaPost, Artel (VSAT providers), MTN ( was not too active ..initially
got bandwidth from MediaPost ) infact he is known to some of the heads of
these companies as a "Gangstar" :).

Personally i believe Greg has done good ,  unfortunately i dont think
there is any provider in kigali that can compete with Terracom at the
moment, i would expect MTN to do something , but internet provision was
never there core business and i dont think they will go into it,  BTW - by
the time i was in rwanda ( early 2004 - 2005) , there where  11 Leased
lines and that was over a period of 5 or 7 years IIRC....

Look at it this way:  Internet is cheap ,  but equipment  is too expensive
a 1721 router == $5k  ( thats would be the average costing )
