check this link on the fibre pricing, if translated into ugandan money
it's x3 the amount quoted.

technology being pushed on the fibre  is Ethernet/VLANs i am assuming 
..simulated DSL  can't tell.

There network :

 <backbone> ) == Fibre

 <last_mile> ) == Copper


Euipment used:

ALLOPTIC, which has ethernet and E1 ports. Their  CPE or ONU(Optical
Network Units) has an input of Fiber and an output Ethernet and/or E1
