Hello I appreciate the ongoing big work and amazed.Didn't imagine such things happen in Uganda.Anyway lets have a look at  an extract from the pdf below as  it's not copyrighted yet :-)

Subsequent plenary reactions and discussions generated the following specific recommendations:
        
 1 The EAC Cyber Laws should have a provision on intellectual property rights to protect computer
          programmers
Let the Network designers,Systems admins and maintainers not be neglected as they see what they didn't intend too.I think they need some rights too :-)

 2 Cyber Laws for EAC should have an economic incentive that attracts the private sector to invest in
          ICT
It shouldn't be much  like Chineese  or is it  Zimbabwe otherwise ....

     3 Stakeholders, such as students, should be consulted in the course of developing EAC Cyber Laws
          such that their interests are considered.
As usual students will demand for  their rights and pornography will be one of them, some will say they are artists and major in nude art which is a  a senstive topic!I think dictatorship as to play it's part for democracy to exist.

          There should be a provision that protects individuals that may be found with pornographic images
          on their computers but without their knowledge
As above and tricky, humans are clever creatures!
          Cyber inspectors need to be well-trained to handle cyber piracy
True and expensive
          The EAC cyber laws should ensure privacy of the individual
This will never happen as long as National Security exists (USA sce)
        etc.
